21st Century China Center at UC San Diego Publishes Policy Report by CEALS Director Keith Hand on China’s Evolving Legal Strategies in its External Relations

The 21st Century China Center at UC San Diego’s School of Global Policy and Strategy published a policy report titled “Waging External Struggle through Law: China’s Evolving Legal Strategies and Pelosi’s Taiwan Visit.”  In the report, CEALS Director Keith Hand, who serves concurrently as a non-resident scholar at the 21st Century China Center, assesses China’s legal reaction to former House Speaker Nancy Pelosi’s visit to Taiwan in August 2022.  He argues that China’s legal response to the visit is part of a long-term effort to build its domestic legal capacity as a tool of international struggle.  As U.S.-China tensions deepen, these tools will become increasingly prominent components of China’s comprehensive approach to external conflict and competition.
