Professor Zachary Price has emerged as a leading voice in national conversations on executive power and constitutional limits, sharing his expertise with major news outlets amid legal controversies surrounding delayed enforcement of the TikTok ban and other executive actions.
Since a federal law took effect requiring Chinese-owned TikTok to be sold or banned, Price has provided expert analysis to NPR, CNN, The New York Times, and The Wall Street Journal. He explains whether and how a president can lawfully delay or decline to enforce a law passed by Congress.
In an interview with The New York Times, he warned that presidents “don’t have the power to change the law itself,” saying the administration’s recent letters to technology companies go too far by “purporting to legalize conduct that is unlawful by statute.”
In addition to his media commentary, Price is the author of “Constitutional Symmetry: Judging in a Divided Republic,” a new book exploring judicial balance in a polarized era. He has also shared his expertise on other constitutional issues related to executive power, including mass federal layoffs and the refusal to spend funds approved by Congress—speaking with outlets such as NPR, PBS, and The New York Times. His academic work appears in leading law journals including the Columbia Law Review, Texas Law Review, and Vanderbilt Law Review. At UC Law SF, he teaches civil procedure and constitutional law.
Through his public engagement and scholarship, Price exemplifies how UC Law SF faculty help inform national dialogue on pressing legal and constitutional issues.
