Bio
Julia is an international lawyer with nearly three decades of legal practice and teaching. As a legislative consultant with agencies such as the UN Food and Agriculture Organization and the World Organisation for Animal Health, she advises governments on legislative reforms for agricultural and rural development and trains national lawyers in legal drafting skills. She has drawn on this experience to design college-level legislative drafting courses, including for Tashkent State University of Law and the University of World Economy and Diplomacy in Uzbekistan.
In addition to her international legal practice, Julia teaches criminology at the Umbra Institute, a private American university in Perugia, Italy. She also consults as a professional editor, with most of her work focused on revising reports for USAID-funded rule-of-law projects.
She is a member of the New York State Bar.
